This was a follow-up of the "Okinawa Now Okay" campaign aiming at re-increasing the number of tourists visiting the Okinawa Islands. "Re" was chosen because it means "again" and because it is also the beginning of Relax, Refresh, Reborn et Reversion. May 2002 indeed also marked the 30th anniversary of the return of the Okinawa prefecture to the Japanese nation from the U.S. Japan had conceded Okinawa to the U.S. following its defeat in the WWII, and the San Francisco Peace Treaty signed in 1952 formalized the fact. The whole fleet gained the titles except the Papas Island aircraft (JA8954). Note that by 2004 most aircraft had already lost the decals. Note the 4 Ryukyu Air Commuter Dash 8-100 also wore the decals, albeit in much smaller size.
